HOSPICE and HOME HEALTH: Surveyors to Enforce CDC Guidance for the 2019 Coronavirus, NAHC Report, February 10, 2020 – CMS has issued a letter to surveyors that addresses infection control adherence for health care facilities related to the 2019 Novel Coronavirus (2019-nCoV), and reminds surveyors that providers must consider emerging infectious diseases in their emergency preparedness plans.
 
HOSPICE: Reminder—the Provider Self-Determined Aggregate Cap Limitation form is due March 2, 2020

  • The form is required of hospital-based and freestanding hospices for whom Palmetto GBA processes claims

HOSPICE: REGISTRATION OPEN – Hospice Item Set (HIS) Data Submission Requirements Webinar, CMS List Serve, February 6, 2020 – The Centers for Medicare & Medicaid Services (CMS) will be hosting a webinar on Tuesday, March 3, 2020, from 2:00 to 3:30 p.m. ET. The purpose of the webinar is to provide a general overview of the Hospice Item Set (HIS) and associated submission requirements. HOME HEALTH: ODM’s January 2020 EVV Newsletter is available. The “EVV Newsletter” is a tip sheet to help providers use Electronic Visit Verification (EVV). It answers common questions that are asked by providers. It also contains important information and reminders about the EVV program from the Ohio Department of Medicaid
(ODM).
 

HOME HEALTH: CMS Issues iQIES Log to Assist Providers, NAHC Report, January 31, 2020 – CMS has released an Internet Quality Improvement and Evaluation System (iQIES) issues log to assist providers and other stakeholders in knowing what processing issues exist and the status of resolution. CMS agreed to develop the log at the request of stakeholders when providers began experiencing multiple problems with OASIS submission through the iQIES in the January transition.

Patient-Driven Groupings Model (PDGM) Grouping Tool Help Document link – The purpose of the grouping tool Excel file is to help users understand how the payment grouping parameters, which are part of the PDGM, would be used to determine case-mix assignments that are part of the payment calculation under the Home Health Prospective Payment System (HH PPS).  
 
Payments and Payment Adjustments under the Patient-Driven Groupings Model, Palmetto GBA – This article provides information on the implementation of the new Home Health Prospective Payment System (HH PPS) case-mix adjustment methodology named the Patient-Driven Groupings Model (PDGM). The PDGM will be implemented for home health periods of care starting on and after January 1, 2020.  This MLN Matters Number: SE19028 is a very comprehensive tool to share with staff so they develop a better understanding of the PDGM.

OPERATION: tackle is OCHCH’s campaign to support your agency’s PDGM & RCD needs.
 
We have been having WEEKLY RCD CALLS since October 25, 2019, and WEEKLY PDGM CALLS since December 10, 2019. After the PDGM calls started the questions on both weekly calls were a combination of  RCD and PDGM questions. The OCHCH team huddled and created a new game plan to merge the CALLS into ONE CALL per week.
 
Starting the week of February 16th OCHCH will have a combinied PDGM and RCD WEEKLY CALL!
THIS MEANS: NO MORE CALLS ON TUESDAYS!
 
However, on FRIDAY, February 21, 2020 at 10am OCHCH WEEKLY RCD/PDGM CALLS WILL KICK OFF!!!

Also, OCHCH is setting up the RCD/PCR Small Group Consultatins for HHAs that have less than a 90% Affirmation rate. HHAs that selected the Postpayment Review option may also participate in these groups if they have less than a 90% claims approval rate. The team would like to increase your scores!

HOSPICE and HOME HEALTH: Appointment Reminders Via Text Messages

Question: I've done some research regarding sending appointment reminders to patients via text and what I've found is this is okay as long as the patient consents to receive these reminders and we do not send PHI. Our quality department is stating this is only allowed if we send via an appointment reminder software and that we are not allowed to send specifically from clinician to patient. Can you help with guidance on this? Thank you!
 
Answer: The patients name and phone number would be considered PHI and must be protected by the healthcare provider. If your agency decides they would like to send appointment reminders to patients, the texting platform must be encrypted. There are several encrypted texting programs available.

HOSPICE and HOME HEALTH: Department of Labor Revises Rules for Joint Employer Status, NAHC Report, February 6, 2020 – On January 12, 2020, the Department of Labor announced a final rule to revise and update its regulations interpreting joint employer status under the Fair Labor Standards Act (FLSA). The final rule provides updated guidance for determining joint employer status when an employee performs work for his or her employer that simultaneously benefits another individual or entity, including guidance on the identification of certain factors that are not relevant when determining joint employer status. The effective date of the final rule is March 16, 2020.
 
HOSPICE and HOME HEALTH: CMS Updates Enrollment Decision Appeals Procedure, NAHC Report, February 7, 2020 – CMS updated Chapter 15 – Medicare Enrollment – of the Medicare Program Integrity Manual via Change Request (CR) 11210/Transmittal 936 Provider Enrollment Appeals Procedure. This CR deals with provider enrollment appeals and provides instructions to the Medicare Administrative Contractor (MAC) on handling reconsideration requests and Corrective Action Plans (CAP) for provider enrollment decisions. The Manual contains updated template letters which include the proper appeal rights for providers and suppliers. The effective date for the changes is May 1, 2020.
 
HOME HEALTH, HOSPICE and PALLIATIVE CARE: House Legislation Takes Aim at CMMI Models, NAHC Report, February 10, 2020Key members of two House committees with jurisdiction over Medicare and Medicaid have introduced legislation to increase oversight and accountability of the Centers for Medicare & Medicaid Innovation (CMMI).
 
HOSPICE: Hospice Billing Codes Job Aid, Palmetto GBA List Serve, February 7, 2020 – This job aid provides the type of bill codes, type of admission codes, point of origin codes, condition codes, patient status codes, etc. to make it easier to submit your hospice claims.
