Late last year HB 286 was signed into law by former Governor Kasich.  The new law will create a Palliative Care Council which will educate healthcare professionals and the community about Palliative Care.  In addition the new law will allow Palliative Care non-hospice patients to be seen in the Hospice Inpatient Unit for pain and symptom management.  
Ohio Department of Health is currently meeting with stakeholders to create eligibility rules for Palliative Care patients seen in the Hospice In-Patient Unit.  Even though the rules have not been developed, the Palliative Care law will take effect March 20, 2019.

Chris Kenney
has 39 years’ experience in health care planning, policy development, and regulatory compliance for hospitals, nursing homes, and other health care clients.  Chris has provided consultation to various state agencies on health care matters, health care providers on planning and regulatory matters, and Ohio’s Executive Branch on state long-term care policy matters. She regularly advises clients on licensure, certification, hospital registration and service requirements, long-term care bed tax, certificate of need, state survey process, and space requirements.  She provides expert testimony and offers presentations on community health needs assessment, certificate of need, compliance programs, and cardiac catheterization and cardiovascular surgery service requirements. She is instrumental in effecting facility and long-term care bed right transactions.

Kathy Royer, RN, MBA, DMin, CHPN, CHPCA is the hospice regulatory director for the Ohio Council for Home Care and Hospice.  She is a registered nurse with more than 22 years of experience in hospice.  She served as a corporate division director with a demonstrated history of improvement in quality scores.  She has expertise in hospice and hospital environments.  Kathy is skilled in corporate leadership development, operations management, regulatory consultation, coaching, Palliative Care, team building, and as a cultural change agent.

Continuing Education
The Ohio Council for Home Care & Hospice is an approved provider of continuing education by the Ohio Nurses Association, an accredited approver by the American Nurses Credentialing Center’s Commission on Accreditation. (OBN-001-91)(OH-157, 4/1/2019)
RNs and LPNs must participate in the entire program in order for contact hours to be awarded. To apply for nursing contact hours, please return a completed evaluation form and a $10 processing fee for each individual requesting hours.
