In the FY 2020 Hospice Proposed Rule which was released April 19, 2019, the Centers for Medicare and Medicaid Services (CMS) is proposing to cut Hospice Routine Home Care rates in order to compensate for payment increases in the other three levels of care. While Routine Homecare (RHC) makes up about 98 % of hospice care nationally, CMS is proposing a 2.71% reduction in the Routine Homecare rate for Hospice providers. Despite the rate increases proposed for the other three levels of care, with this change in RHC rates, hospice providers would lose about one dollar per patient per day in revenue under the proposed rule.
Among the proposed changes in the FY 2020 Hospice Proposed Rule are:
• Rebasing of payment rates among levels of care, in a budget neutral manner
• Eliminate the lag in use of the wage index and proposes updates to the wage index
• Changes to the election statement to increase coverage transparency
• Also includes an request for information (RFI) on Medicare FFS hospice coverage and coordination of care at the end of life.
